Federal and provincial authorities have not recognized it as a licensing body under the Criminal Code, s. 207, and the legal status of Kahnawake-licensed sites serving Canadians has not been settled by a definitive court ruling.

What this means in practice:

• No province licenses Quatro Casino. It does not appear in the iGaming Ontario operator directory or on AGLC’s registrant list.
• Provincial complaint routes do not apply. If a withdrawal is refused, you deal with the casino, and beyond it only the Kahnawake Gaming Commission has any oversight. The AGCO, AGLC and crown corporations have no role.
• Provincial self-exclusion does not cover it. Registering with Ontario’s centralized program or a crown site’s exclusion list does not block you here; you would need to ask the casino separately.
