"Offshore access" means the site accepts players there without a provincial licence: provincial rules and complaint routes do not cover it.

For anyone in New Brunswick, Nova Scotia, Prince Edward Island or Newfoundland and Labrador, Atlantic Lottery (ALC) is the provincially run place to buy lottery tickets, bet on sports and play casino games online. The four provincial governments own it jointly, its website is the regulated online channel in the region, and the minimum age is 19. Below we look at what the Atlantic Lottery site sells, where the ALC casino and Pro-Line fit, and what protection a player gets.

ALC dates from 1976. Besides tickets at retailers, it sells lottery and Pro-Line sports bets online and offers casino-style games where each province has approved them.

Ownership and oversight across four provinces

Under the Criminal Code, s. 207, a province may conduct and manage lottery schemes alone or together with other provinces. ALC is the joint version of that rule: four governments share one operator. The ownership line we hold on file reads: Atlantic Lottery Corporation (owned by the governments of New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador).

Each province keeps its own oversight body, which is why the rules can differ slightly across the region:

Province Provincial body named in research Help line
New Brunswick New Brunswick Lotteries and Gaming Corporation; Gaming Control Gambling Information Line 1-800-461-1234
Nova Scotia Nova Scotia Gaming Corporation Mental Health and Addictions Crisis Line 1-888-429-8167 (24/7)
Prince Edward Island PEI Lotteries Commission PEI Gambling Support Line 1-855-255-4255 (24 hours)
Newfoundland and Labrador Department of Finance (Lotteries Act) 811, Gambling Help Line (24 hours)

None of the four provinces has a regulated private online market. ALC is the provincial online channel everywhere in the region, and private sites that accept Atlantic players do so without a provincial licence. Our Atlantic Canada gambling guide sets out the rules province by province.

What alc.ca offers: lottery, Pro-Line and casino

Availability can differ by province, because each government approves what ALC may sell in its territory.

Lottery online

Lotto Max and Lotto 6/49 are national games, sold in each region by the regional lottery corporation; in Atlantic Canada that is ALC. We publish the latest official results for Lotto Max and other draws, but the official check is always the one from the lottery corporation, in its app or at a retailer. ALC’s regional games, add-ons and online purchase rules are something we could not confirm, because alc.ca refused our research connection.

Pro-Line sports betting

Pro-Line is ALC’s sports product, sold at retailers and online. Single-event betting became legal in Canada on 27 August 2021; trade reports say ALC launched it in New Brunswick, Newfoundland and Labrador and PEI soon after, and in Nova Scotia on 11 February 2022. Do not confuse it with PROLINE from OLG in Ontario: the names are close, but the operators, accounts and rules are separate. Our single-event betting explainer covers what changed in 2021.

ALC casino and instant games

“ALC casino” and “Atlantic Lottery casino” both refer to the online gaming section of the ALC site, which includes instant-win games among its casino-style products. Launch dates for online casino differ across secondary sources, so we do not repeat them. One date is official: the Newfoundland and Labrador government announced ALC’s online gaming platform for that province on 12 June 2023. Elsewhere, check the site for what is open where you live.

ALC publishes game pages with prize details. One example, its online Bingo instant-win game, lists a $2 wager on four cards, 45 balls drawn, a top prize of $20,000 and a theoretical prize payout of 63%, according to ALC’s own game page. A published payout figure like that lets you compare games before you spend money. Our bingo section explains how instant bingo differs from live rooms.

The Atlantic Lottery app

People search for an Atlantic Lottery app often, but alc.ca refused our research connection and we could not confirm the current store listings or what the app does. The store status we hold on file: Android not stated, iOS not stated. If you install one, check that the developer named on the listing is Atlantic Lottery Corporation, and download it from the store rather than through a link in a message or an ad.

Lottery apps commonly include a ticket scanner. Treat any scan as a convenience, not the final word: if a result looks wrong, have the ticket checked at a retailer before you throw it away.

Deposits, withdrawals and account rules at ALC

Payments are where our public record is thinnest, because the ALC website refused our research connection. The table below shows what we hold; an empty cell means the value is unconfirmed:

Item Value on file
Payment methods not stated
Interac not stated
Minimum deposit not stated
Withdrawal time not stated
Current promotion not stated

We could not read ALC’s player terms, so we cannot quote its identity or payout rules. Crown sites in other provinces require you to live in the province and to be physically there when you play, and you should expect the same here. We do not explain ways around location checks: hiding your location breaks a site’s terms and can cost you your winnings.

Bonuses and promotions on a crown site

Do not expect the welcome packages that offshore casinos advertise. Crown corporations do run promotions, but they tend to be modest, and we hold no current ALC offer beyond what the table above shows. From a consumer point of view that is no great loss: large deposit bonuses usually carry wagering requirements that most players never clear. Our bonus guide explains how to read wagering terms if you compare offers elsewhere.

ALC in court: the Ontario poker liquidity case

ALC is also a party in a national legal dispute. The Supreme Court of Canada heard Atlantic Lottery Corporation et al. v. Attorney General of Ontario on 7 October 2026, an appeal about Ontario’s plan to let its online players join games with players outside Canada. The Ontario Court of Appeal had found the plan lawful in November 2025, provided iGaming Ontario keeps conduct and management. Judgment is reserved. Nothing changes for ALC players while the judgment is pending.

Player protection and help in Atlantic Canada

Online gambling in Canada is 19+ (18+ in Alberta, Manitoba and Quebec); the four Atlantic provinces use 19, although for New Brunswick we found that figure only in secondary sources. Nova Scotia’s Atlantic Lottery Regulations, for example, require reasonable steps so that people under 19 do not take part in online games. We could not open ALC’s own pages on limits and self-exclusion, so look for those settings in your account before you play. If a dispute with support goes nowhere, the provincial bodies in the table above are the public authorities with oversight of gaming in each province.

The help lines in the table above are free and confidential. Our responsible gambling page explains self-exclusion and how to set limits before you play.

Our verdict on Atlantic Lottery

For residents of New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador, Atlantic Lottery is the regulated online option and the only one the provinces themselves stand behind. Lottery, Pro-Line and casino-style games sit with one operator, and that operator answers to four governments. Its weak points are how little we could confirm about the cashier, payout times and app, and a product range that varies by province. Our scorecard: 81/100 out of 100, verdict Recommended.

Questions readers ask

Is Atlantic Lottery legit?

Yes. ALC is a crown corporation owned by the governments of New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador, and it is the provincial online gambling channel in all four.

Does Atlantic Lottery have an online casino?

Yes, ALC offers casino-style and instant-win games online where each province has approved them. The game range can differ by province, so check what is open where you live.

What is the minimum age for Atlantic Lottery online?

19 in all four provinces. Nova Scotia's Atlantic Lottery Regulations set 19 for online games, and PEI's Lotteries Commission Act uses 19 for lottery tickets.

Is ALC Pro-Line the same as OLG PROLINE?

No. Pro-Line at ALC is the Atlantic provinces' sports product; PROLINE and PROLINE+ belong to OLG in Ontario. The accounts, rules and operators are separate.

Will my ALC account work when I travel to another province?

Expect not. Crown sites are built for residents who are physically in their own region; check ALC's player terms for the exact rule. Outside the region, the local crown site or, in Ontario and Alberta, a registered private operator is the legal option.

Scores and verdicts follow our published scoring rules. We earn a commission from some operators; it never changes a score. Facts come from operators' own pages and regulators' registries; we do not open accounts or make deposits. 19+ (18+ in Alberta, Manitoba and Quebec). Help and limits.
