In Manitoba, online gambling is legal on one site: PlayNow, which Manitoba Liquor & Lotteries runs on the platform built by BCLC. The age limit is 18+, lower than in most provinces, and there is no regulated private market. Any other online casino in Manitoba works without a provincial licence.
Operator and regulator: MBLL and the LGCA
Two provincial bodies divide the roles. Manitoba Liquor & Lotteries (MBLL) is the crown corporation that operates gambling, including PlayNow and lottery. The Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) is the regulator that licenses and inspects. Both exist because the Criminal Code reserves the conduct and management of lottery schemes, including online casino games and sports betting, to the province. Manitoba has not created a private licensing route like the ones in Ontario and Alberta.
PlayNow in Manitoba: what the provincial site offers
PlayNow arrived in Manitoba in January 2013 under a service contract between MBLL and BCLC, the British Columbia corporation that built the platform. Manitoba Liquor & Lotteries lists online lottery, sports betting, poker, bingo and casino games among its products. The Manitoba version is separate from the BC one: it serves players located in Manitoba, and its bingo rooms run their own Manitoba games. According to industry reports, the poker room shares a player pool with British Columbia and Loto-Quebec, though dates in those reports conflict. Our PlayNow review sets out which details we could confirm.

Why Manitoba’s age is 18 and not 19
Section 98(1) of the Liquor, Gaming and Cannabis Control Act bars minors, meaning people under 18, from provincial gaming, and the LGCA’s public guidance says gambling in Manitoba is for people 18 and over. That puts Manitoba with Alberta and Quebec, while most other provinces set 19. If you live near the Saskatchewan or Ontario border, note that PlayNow Manitoba serves players located in Manitoba, and regulated sites check your location before you can play.
Sports betting and Sport Select
Manitobans have two provincial ways to bet on sports. PlayNow’s online sportsbook includes single-event bets under its published game conditions. At retailers, MBLL sells Sport Select, the Western Canada Lottery Corporation’s sports lottery, where one ticket can combine PRO-LINE, OVER/UNDER, POINT SPREAD and PROPS picks, up to eight selections, with prizes claimable within a year of the last game on the ticket. Our sports betting section explains odds and bankroll basics without picks.
Offshore casinos and Manitoba players
International sites that accept Manitobans hold licences from places such as Malta, Kahnawake, Curacao or Anjouan, not from the province. The comparison below puts PlayNow next to three offshore names that come up in reader questions. Our research records a Malta Gaming Authority licence for all three, no provincial licence for any of them, and a caution verdict.
| # | Operator | Score | Standing | Regulator | Interac | In your province |
|---|---|---|---|---|---|---|
| 1 | 82 Recommended | Provincial site | BCLC | Not stated | - | |
| 2 | 54 Caution | Offshore (no provincial licence) | Malta Gaming Authority | Yes | - | |
| 3 | 54 Caution | Offshore (no provincial licence) | Malta Gaming Authority | Not stated | - | |
| 4 | 53 Caution | Offshore (no provincial licence) | Malta Gaming Authority | Yes | - |
What you give up at an offshore site is the provincial safety net: LGCA oversight, MBLL’s responsible gambling tools and a Manitoba complaint route. A third-party review lists a daily withdrawal cap at one of them, so read the payment and bonus terms in full before you deposit. We do not describe playing offshore as a crime for the player, because no court has settled that question; the Kahnawake guide explains why a First Nations or foreign permit is not a provincial licence.
WCLC draws and Western Max in Manitoba
Draw games in Manitoba are sold under the Western Canada Lottery Corporation, which also serves Alberta, Saskatchewan and the territories. That means Lotto Max, Lotto 6/49 and Daily Grand, the regional Western Max, and the EXTRA add-on. WCLC policy refuses to sell or cash tickets for anyone under 18. Tickets can be bought at retailers and online through PlayNow, and WCLC lists its Lotto Spot app, retail self-checkers and a retailer scan as ways to check a ticket.
How to tell a provincial site from a look-alike
Results for online casino Manitoba mix the provincial site with international brands, and a Canadian flag or CAD prices in an ad do not make a site provincial. Check who the site names as its operator. The provincial site is run by Manitoba Liquor & Lotteries and checks that you are located in Manitoba. An offshore site names a foreign company and a licence from Malta, Curacao, Anjouan or Kahnawake, usually in its footer. A site that names no licence at all gives you nothing to check, which is reason enough to leave it. The same test works for sportsbooks and poker rooms.
Manitoba’s problem gambling helpline
The Manitoba Problem Gambling Helpline answers at 1-800-463-1554, 24 hours a day, for callers in Manitoba. MBLL’s finding help page also lists support options. Setting a deposit limit or a time-out on PlayNow is simpler before a session than in the middle of one; our responsible gambling page covers how those tools work at regulated sites.
