"Offshore access" means the site accepts players there without a provincial licence: provincial rules and complaint routes do not cover it.

Drakaris holds no provincial licence. According to review portal records, this 2026 casino and sportsbook is run by Novatrix SRL of Costa Rica under a Tobique Gaming Commission licence, and it is not registered with the AGCO, iGaming Ontario or the AGLC, so it belongs to the offshore market. Interac does not appear in its listed payment methods, and we could not confirm that it accepts Canadians.

Drakaris licence: why a Tobique licence is not provincial

The Tobique Gaming Commission is a First Nations regulator in New Brunswick, not a provincial body. Section 207 gives provinces, or their licensees, the right to conduct and manage casino games and betting, and New Brunswick runs its online games through Atlantic Lottery. A licence from another body does not bring Drakaris under that framework.

In practice, no provincial regulator reviews a refused withdrawal, provincial self-exclusion lists do not apply, and account rules can change without Canadian oversight.

Tobique is not on our scoring scale, so we score it at the same level as Curacao and Anjouan. We do not call Drakaris legal in Canada, and we do not suggest that using it is an offence for the player.

Who stands behind Drakaris

Novatrix SRL is a named company and also appears behind CasinoChan, Axe Casino, Slotozen, Wanted Win and Betibet in our files. A brand launched in 2026 has almost no payout history, and the licence offers little recourse. Treat it as unproven.
